Error 0xC004F063: Fix the Windows OEM Key in Your BIOS
Error 0xC004F063 means that Windows found no license in your motherboard’s firmware: “The Software Licensing Service reported that the computer BIOS is missing a required license.” In the vast majority of cases, the OEM key embedded in the UEFI (the ACPI MSDM table) is missing or unreadable — after a motherboard replacement, a BIOS update, or the installation of an OEM image on a machine with no embedded key. Windows still works; only activation fails. We will check with a single command whether a key is still there, then cleanly reinstall a license.
What does error 0xC004F063 mean?
Since Windows 8, PCs sold with Windows preinstalled no longer carry a product key sticker: the key is written into the UEFI firmware, and Windows reads it automatically to activate itself. The code appears when that read fails, or when the installed key expects firmware markers that your machine does not have.
The documented causes of this code:
- Motherboard replacement: the new board has no embedded key, and the original key left with the old board;
- BIOS update or reset: an interrupted flash or a wiped NVRAM makes the MSDM table unreadable;
- Custom-built PC, virtual machine or server: there is no license in the firmware, by design;
- Unsuitable OEM key: a manufacturer recovery image (Dell, HP, Lenovo) put on another model, or a key taken from another device;
- Damaged license store: a corrupted tokens.dat file or a failing sppsvc service.
The fixes, from the simplest to the most drastic
All the commands are run in a terminal opened as administrator. Stick to the order: the first test determines everything else.
1. Check whether your motherboard still holds a key
Open PowerShell as administrator and type:
(Get-CimInstance -ClassName SoftwareLicensingService).OA3xOriginalProductKey
On older versions of Windows, wmic path softwarelicensingservice get OA3xOriginalProductKey does the same thing.
| Result displayed | What it means |
|---|---|
| A 25-character key appears | Firmware intact, key recoverable: go to steps 2 to 4. |
| Blank line, no result | No license in the BIOS: no command will make it reappear, you need a key that does not depend on the firmware. |
Follow up with slmgr /dlv: the window shows the license channel (OEM_DM, RETAIL, VOLUME) and the activation status — the first reflex recommended in our guide to Windows activation errors.
2. Restart the licensing service and run the activation troubleshooter
- Run net stop sppsvc then net start sppsvc;
- Open Settings > System > Activation and click Troubleshoot;
- If your digital license was linked to a Microsoft account, choose “I changed hardware on this device recently”, then select this PC in the list of your devices: it is the only official way to move a license back onto a PC after a motherboard change.
3. Cleanly reinstall a valid key
- slmgr /upk — uninstalls the current key;
- slmgr /cpky — clears the leftover key from the registry;
- slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX — installs your key;
- slmgr /ato — starts activation against Microsoft’s servers;
- Graphical version: slui 3 opens the key entry window, and slui 4 switches to phone activation when the online route is refused.
Crucial point: an OEM key read off another PC will give you the same error — you need a key that does not depend on the firmware. The full procedure is in our Windows 11 activation guide.
Key refused for good, or nowhere to be found?
No point losing hours over it: a genuine license is delivered by email within minutes. Windows 11 Pro for 9,90€ — instant activation and lifetime replacement of a defective key.
4. Repair the license store
If step 1 returned a key but activation still fails, the local license database is damaged.
- DISM /Online /Cleanup-Image /RestoreHealth then sfc /scannow;
- net stop sppsvc, then rename tokens.dat (in C:\Windows\System32\spp\store\2.0\) to tokens.old;
- net start sppsvc, then slmgr /rilc to rebuild the license files;
- Restart and try slmgr /ato again.
5. On the hardware side: BIOS, clock and edition
- Load the BIOS default settings (Load Optimized Defaults) and check the date, time and time zone: a wrong clock makes activation fail;
- Install the manufacturer’s latest firmware update; if the motherboard was replaced by an authorized repair center, only the manufacturer can inject the key again;
- Check that the installed edition matches the key: a Home key will not activate a Pro installation. If the code changes to 0xC004F210, the edition is the problem, not the BIOS — see our Windows 11 installation guide.
If nothing has worked
Let’s be direct: an OEM license is tied to the original motherboard, both technically and legally. If the MSDM table is empty and the license was not linked to a Microsoft account, no command will bring it back. Two options remain open:
- Microsoft or manufacturer support: the right route if the PC is under warranty and the motherboard was replaced by an authorized repairer — with the serial number and the invoice at hand, ask for the firmware key to be injected again;
- A new license: the only realistic solution for a custom-built PC, a virtual machine or a motherboard replaced outside the warranty.
One last case, put frankly: if this copy of Windows was “activated” by a downloaded activator or a fake KMS server, these tools tamper with the license store and often leave this kind of code behind after an update. It is illegal, it exposes you to malware and it deprives you of any support; a genuine Windows 11 Pro license at 9,90€ solves the problem for good.
Frequently asked questions
Can I recover the OEM key from my old motherboard?
If the old board still works, OA3xOriginalProductKey will indeed read its key. But installing it elsewhere will give you 0xC004F063 again: an OEM key only activates on the hardware it was issued for, and Microsoft does not allow that transfer. Only retail licenses and digital licenses linked to a Microsoft account can legally be moved; otherwise, a new Windows 11 key is the clean route.
The error appeared right after a BIOS update. What should I do?
It is a classic: some flashes reset the firmware area and make the MSDM table inaccessible. Load the BIOS default settings, restart, then run the step 1 command again. If the key reappears, a slmgr /ato is enough; if the result stays blank, only the manufacturer’s support can inject the original key again.
Do I need to reinstall Windows to fix 0xC004F063?
No: in almost every case it is unnecessary. This code only concerns the activation component, not the installation itself: reinstalling on firmware that holds no key will reproduce the same error. A reinstall is only justified to move down an edition (from Pro to Home, for example) or if the system files are too damaged for DISM and sfc to repair them.
Neighboring codes: error 0xC004F050 points to a key that has been judged invalid, while error 0xC004F06C signals a timestamp rejected during activation.
