Activate Windows by Phone Without Internet: What Works in 2026
Yes, you can still activate Windows in 2026 without connecting the PC to the internet, but the “phone” part has changed. Since December 3, 2025, Microsoft has moved its automated telephone activation online: the old voice line now only plays a message sending callers to the Product Activation portal, which you open on your smartphone or on any other connected device. The principle hasn’t changed: your PC displays an installation ID, Microsoft gives you a confirmation ID in return, and the PC itself never has to go online. The whole procedure relies on a little-known command, slui 4, and takes about ten minutes. It’s the official solution when online activation fails, after a reinstall or on a machine deliberately kept off the network; here is the complete procedure, along with the fixes that work when activation is refused.
How does phone activation work?
Introduced with Windows XP, offline activation, long known as phone activation, remains an official Microsoft channel on Windows 11; since December 2025, the exchange of codes simply takes place on a web page instead of a voice line. Your computer calculates a 63-digit installation ID (9 groups of 7), generated from your product key and a fingerprint of your hardware. You enter this sequence in Microsoft’s activation portal, which checks that the key is valid and then gives you a 48-digit confirmation ID (8 groups of 6). Once typed into the wizard, this code activates the system permanently, exactly as an online activation would.
Reassuring for sensitive machines: the PC itself never connects to anything. You do have to sign in to the portal with a Microsoft account (personal, work or school), but Microsoft states that signing in does not associate that account with the product license. As far as the PC is concerned, only strings of digits are exchanged, which is why the method is still used on industrial or medical workstations that are never connected to the internet.
When should you use it?
Online activation is still faster when it works. Offline activation takes over in five well-identified cases:
- a PC with no internet access: workshop computer, lab machine, network isolated for security reasons;
- an online activation error: codes 0xC004C008, 0xC004C003 and the like, often after a reinstall;
- reinstalling Windows on the same computer, for example after you’ve had to format and reinstall Windows 11;
- a hardware change: a replaced motherboard changes the PC’s fingerprint and can invalidate automatic activation;
- a license transfer: you’ve moved your license to a new machine and the servers still think it’s in use elsewhere.
If your situation is simpler, with a key to enter on a connected PC, standard activation is all you need: our guide to activating Windows 11 with a product key covers that scenario in detail.
Step 1: open the wizard with the slui 4 command
One essential prerequisite: your product key must already be registered in the system. If it isn’t, press Windows + R, type slui 3 and enter your 25 characters. You can also go through Settings, System, Activation, then “Change product key”.
Next, open the activation wizard:
- press Windows + R to open the Run window;
- type slui 4 and press Enter (SLUI stands for Software Licensing User Interface);
- select your country or region in the list, then click Next;
- the screen shows your installation ID, presented as 9 groups of 7 digits. Depending on your version of Windows, the window may also display a phone number: since December 2025, that line only plays a recorded message pointing to the online portal, so there’s no point in calling it.
On some versions, an “Activate by phone” option in Settings, System, Activation opens the same window. Leave this window open throughout the procedure: it’s the one that will receive the confirmation ID. Keep something to write with, too; a simple pen works wonders when you’re faced with 48 digits.
Step 2: get the confirmation ID from Microsoft’s activation portal
On your smartphone, a tablet or any other device connected to the internet, open aka.ms/aoh: this short address leads to Microsoft’s Product Activation portal (visualsupport.microsoft.com). The process always follows the same pattern:
- complete the CAPTCHA, select “Proceed to Sign In” and sign in with a Microsoft account, whether personal, work or school (if you don’t have one, you can create one free of charge on the spot), then choose “Activate a Microsoft Product”, followed by Windows and the version that matches your license;
- type the 63 digits of the installation ID, group by group, into the boxes provided, then select “Submit”;
- after checking, the portal displays the confirmation ID: 48 digits in 8 groups of 6, to be entered in boxes A to H on the PC.
Three tips for a smooth exchange: settle somewhere quiet, copy each group onto a separate line labeled A to H, and compare everything one last time before closing the page. Swapping two digits is enough to make the final step fail.
Step 3: enter the confirmation ID and activate
Back at the PC, click “Enter confirmation ID”. Copy the 8 groups into fields A to H, then confirm with Activate Windows. The confirmation message appears immediately, with no restart needed.
To check that the activation has taken, open Settings, System, Activation: the activation state should show as active. Command-line fans will get the same information by typing slmgr /xpr in a command prompt.
Activation refused? The fixes that work
A refusal is almost never final. You still need to identify its exact cause, though.
“This key has already been used”
This is the most common reason for a refusal, and the most misunderstood one. A transferable license is perfectly entitled to be reactivated after a reinstall or a change of computer, as long as it’s installed on only one machine at a time. If the portal keeps refusing, use its support option (see below): legitimate transfers are regularly unblocked. To prepare this kind of move properly, follow our guide to transferring a Windows license to a new PC.
Getting help from a person
The option of being put through to an advisor disappeared with the voice line. The human route now goes through the portal itself: once you’re signed in, its “Contact Support” option connects you to Microsoft via live chat, where available. Describe the situation simply (drive replaced, Windows reinstalled, motherboard changed) and keep your installation ID at hand. And if you bought your key from Euro Shop Key, our support team can also help you by email, 7 days a week, with a reply within 2 hours on average.
Decoding the most common errors
| Error code | Meaning | Solution |
|---|---|---|
| 0xC004C008 | The key is considered active on another machine | Activation through the portal, then Contact Support if it’s refused |
| 0x8007232B | The PC is looking for a company activation server (a generic key is installed) | Enter your own key with slui 3, then run slui 4 again |
| 0xC004F074 | No company activation server could be reached | Check the connection to that server, or install a product key that activates directly with Microsoft |
| 0xC004C003 | The key was rejected by the activation servers (invalid or revoked) | Check what you typed; a key from a dubious source may have been revoked |
That last case deserves a frank word: a key revoked by Microsoft, because it was generic, stolen or distributed outside any legal framework, won’t be reactivated by any portal or support request. A low-cost solution does exist, and it’s entirely legal: a used Windows 11 Pro license at 9,90€, resold under European law (the 2012 UsedSoft ruling), delivered by email within minutes and covered by a lifetime replacement guarantee.
The slui 4 command won’t open
On some configurations the window doesn’t appear: no key is installed, or the installed edition doesn’t offer the graphical wizard. The command line takes over. Open a command prompt as administrator, then type slmgr /dti to display the installation ID. Once the portal has given you the confirmation ID, apply it with slmgr /atp followed by the 48 digits of the confirmation ID, without spaces. These two commands do exactly the same job as the wizard. If Windows says it can’t be activated by phone, simply restart the PC or click “Troubleshoot” in Settings, System, Activation, then try again.
In a business: activating a whole fleet offline
The portal is fine for a handful of machines, not for two hundred. Businesses have two dedicated mechanisms. KMS (Key Management Service) sets up an internal activation server: machines activate over the local network without ever contacting Microsoft, with a 180-day validity that renews automatically. A MAK (Multiple Activation Key) allows a set number of independent activations; for fully isolated networks, the VAMT tool enables “proxy activation”: it collects the installation IDs of the whole fleet, submits them from a single connected machine, then distributes the confirmation IDs. The industrial-scale equivalent, in short, of phone activation.
For machines that have to stay offline for a long time, such as machine tools, display kiosks or medical equipment, LTSC editions are the usual choice: no forced feature updates and a longer support cycle, whereas standard Windows 10 lost its standard support in October 2025. The Windows 10 Enterprise LTSC 2021 edition, available for 29,99€, receives security updates until January 12, 2027.
Frequently asked questions
Is activating Windows by phone free?
Yes. The Product Activation portal costs nothing: all you need is a Microsoft account, which is free to create, and a smartphone or other device with internet access. Calling the old activation line no longer helps: it now only plays a recorded message pointing to the portal.
How long does activating Windows by phone take?
Allow about ten minutes: signing in to the portal, typing in the 63 digits of the installation ID, the check, then noting down the 48 digits of the confirmation ID. Activation takes effect as soon as you’ve entered it, with no restart.
What should I do if the slui 4 command shows nothing?
First check that a product key is installed, with slui 3 or the slmgr /ipk command. Then use slmgr /dti to get the installation ID, and slmgr /atp to apply the confirmation ID provided by the activation portal.
Can a used license be activated this way?
Yes. Reselling software licenses has been legal in the European Union since the CJEU’s UsedSoft ruling (2012), and the activation portal handles a used key like any other product key. It’s even the classic fallback for reactivating a license after a reinstall.
