Fix Error 25004: Office Product Key Already In Use

Error 25004 turns up during an Office installation or activation, usually worded like this: “The product key you entered cannot be used on this machine.” The licensing module read your key perfectly well — it simply refuses to register it. Either that key has already been used somewhere else, or a previous Office installation was never fully cleared out and is still occupying the licence store. The second case is by far the more common: a trial, or a manufacturer-preinstalled Office, removed on the surface but leaving its licence behind. Below, we clear those leftovers with Microsoft’s own tools, push the key back in, and then look honestly at what to do if the key really is spent.

What does error 25004 actually mean?

25004 comes from the Office installer, not from Windows. Historically it belongs to the MSI-based suites — Office 2010, 2013, 2016 — and it still shows up regularly on OEM machines and on freshly reinstalled PCs. This is neither a hardware fault nor a corrupted download: the key is recognised as correctly formatted, and what triggers the rejection is its state, or the state of Office on that particular machine. A licence conflict, in other words.

The documented causes behind this family of error:

• The key has already been activated on another computer: a Retail licence allows exactly one active installation at a time.
• A trial or a preinstalled Office is still registered: OEM suites leave licence entries behind even after a tidy uninstall from Control Panel.
• Leftover keys from an earlier version sit alongside the new one and stop it from registering.
• The key doesn’t match the installed edition: a Pro Plus key will never activate a Microsoft 365 or a Home & Student.
• The hardware has changed: an OEM key stays bolted to its original motherboard.
• The key came from a bulk-resold batch: activation quota used up, or the key revoked outright.

The fixes, from the simplest to the most drastic

1. Check the edition, then run as administrator

Open Word and go to File > Account: the exact name of the installed product is displayed there. If it reads “Microsoft 365” or “Home & Student” while your key is a Pro Plus, no command in the world will bridge that gap — the right edition has to be installed first. Then close every Office application, restart the machine, and relaunch the installer with right-click > Run as administrator. And do re-read what you typed: mixing up I / 1 or O / 0 is enough to get a perfectly valid key thrown out.

2. Remove every other version of Office, properly

1. In Settings > Apps > Installed apps, uninstall every Microsoft 365, Office and Home & Student entry, preinstalled trial included.
2. Restart the PC.
3. If an entry refuses to budge, run the Microsoft Support and Recovery Assistant (SaRA) — free and official — and choose the “uninstall Office” scenario: it wipes the files, the registry keys and the forgotten licence tokens.
4. Reinstall your suite, then enter the key at first launch.

3. Purge the licence store and reinject the key (ospp.vbs)

This is the decisive step. Open a Command Prompt as administrator, then cd “C:\Program Files\Microsoft Office\Office16” (or Program Files (x86) on a 32-bit install; the Office16 folder covers 2016 through 2024, Office15 covers 2013).

If /act fails, close Office, empty the %localappdata%\Microsoft\Office\Licenses folder, delete the MicrosoftOffice16_Data entries in Credential Manager, reboot and run /act once more. That same command sequence is written out step by step with every Office 2021 Pro Plus licence we deliver.

4. Quick Repair first, then Online Repair

Settings > Installed apps > your Office suite > Modify, then:

1. Quick Repair: two to three minutes, entirely offline. Reopen Word and try the key again.
2. No change? Online Repair: 20 to 30 minutes, Office is downloaded again and its activation components rebuilt from scratch. Documents and Outlook profile are left untouched.

5. Start clean with a healthy key

Complete removal with SaRA, restart, installation of the edition that matches your licence exactly, activation at first launch. One point deserves to be said plainly: if the machine was ever “activated” by a pirate KMS script, that fake volume licence scrambles the licence store, 25004 comes back on every legitimate attempt afterwards, and nothing on the PC can be repaired to fix it. The only clean way out is a genuine Office activation key — and reselling one second-hand has been legal throughout the European Union since the UsedSoft ruling (Court of Justice of the EU, case C-128/11).

If none of that worked

Let’s be blunt about it: a key that is blocked, revoked, or past its activation quota cannot be repaired. That counter lives on Microsoft’s activation servers, not on your PC — neither ospp.vbs, nor SaRA, nor a full format will reset it. If 25004 comes back identically after a clean reinstall, the problem is no longer on the machine. It’s in the key.

Which leaves two honest routes. Microsoft support, if your case is legitimate: an invoice in your name, a Retail licence removed from the old machine, a transfer after a hardware failure. Frequently asked questions

Does error 25004 mean my key is fake?

Not necessarily. 25004 says “this key cannot be used here”, not “this key doesn’t exist”: a genuine licence produces exactly the same message when it is already active elsewhere, or when another Office suite is holding its place. The verdict only comes after the cleanup. If the key goes through once the licence store has been emptied, it was valid all along; if it is still refused on a clean system, its quota is gone.

Will reinstalling Windows make error 25004 go away?

Rarely, and it’s a sledgehammer for a nut. Formatting does remove the local leftovers, which helps when the block came from an old preinstalled Office, but it has no effect whatsoever on the activation counter held at Microsoft’s end. Try SaRA and ospp.vbs first.

Can I move my Office key to another PC after a 25004?

A Retail licence, bought separately from the hardware, is transferable: uninstall Office on the old machine and remove the key with cscript ospp.vbs /unpkey:XXXXX before activating the new one. An OEM licence stays tied to its original machine and will produce a 25004 anywhere else — a very common story on second-hand PCs.
