Windows Not Activated After Motherboard Change: Fix 0xC004F211
After a motherboard swap, Windows greets you with “Windows isn’t activated” and, more often than not, a watermark parked in the bottom-right corner. Nothing is broken. Your license is tied to a hardware fingerprint, and the motherboard is by far the heaviest ingredient in that fingerprint: replace it and Microsoft’s servers see a different computer, one the registered license no longer recognizes. In most cases the real culprit is mundane, namely that the digital license was never linked to a Microsoft account before the upgrade. Without that link, Windows has no way of finding its activation rights on its own. Here is how to get it back, usually in a few minutes, and what your options are if the key you hold is a non-transferable OEM.
What “Windows isn’t activated” really means after a motherboard change
The first time Windows activates, it does not simply record a 25-character key. It builds a fingerprint of your configuration and stores it on Microsoft’s servers. That is the digital license, the thing that quietly reactivates Windows after a clean reinstall without you typing anything at all. The motherboard carries enormous weight in that calculation, so changing it is enough to invalidate the fingerprint even when every other component stays exactly where it was.
The concrete causes:
- OEM license: preinstalled by the manufacturer, bound to the original machine, and never designed to follow a new motherboard.
- Digital license not linked to a Microsoft account: without that link established before the change, the activation troubleshooter has no device to offer you.
- Retail key refused: the server already sees it paired with another fingerprint and blocks the second activation.
- Wrong edition: reinstalling Windows 11 Home with a Pro key, or the reverse, fails every single time.
- Pirated activator: its fake local server does not survive a hardware change.
Depending on the case, a specific code appears in Settings > System > Activation:

The fixes, from the simplest to the most drastic
1. Identify the license type before anything else
Right-click Start, open Terminal (Admin), then run slmgr /xpr for the activation status and slmgr /dli for the license channel. That channel decides everything that follows. RETAIL means the license is transferable. OEM_DM means it stays tied to the original machine. VOLUME_MAK depends on how many activations are left on the key. While you are there, check the date, the time and the internet connection: a clock that has drifted is enough on its own to make activation fail.
2. Run the activation troubleshooter
This is the official procedure, and it settles the majority of legitimate cases.
- Open Settings > System > Activation.
- Click Troubleshoot (the link only appears when Windows is not activated).
- Choose “I changed hardware on this device recently”.
- Sign in with the Microsoft account attached to the license; that account has to be an administrator on the PC.
- Select the old device, tick “This is the device I’m using right now” and click Activate.
If the option never shows up, or the device list comes back empty, the license was not linked to a Microsoft account. Move on to the next step.
3. Reinstall the key and force activation
Worth doing if you hold a retail key, whether it came on a card, on an invoice or in an email. Again, from an administrator terminal:
- slmgr /upk then slmgr /cpky: removes the old key and clears it from the registry.
- slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX: installs yours.
- slmgr /ato: forces the connection to the activation server. Reboot afterwards.

Key permanently blocked, or nowhere to be found?

4. Fall back on guided activation (slui 4)
When the server refuses a retail key it considers already used, this is the last automatic route available. Press Windows + R, type slui 4 and pick your country: Windows displays an Installation ID, and the procedure hands you back a Confirmation ID to type in. If nothing opens at all, go through the Get Help app, which has replaced phone activation in several regions.
5. The “free activator” scenario
Let us be blunt about this one. If the old installation was activated by a tool downloaded from a forum, there is nothing to repair. Those programs emulate a local corporate KMS server and renew the activation every 180 days: an illegal arrangement, a well-documented malware vector, and one that never survives a change of hardware. Clean up with slmgr /upk then slmgr /ckms, delete the scheduled task it left behind, and start again on a genuine license.
What if Office stopped working as well?
A motherboard change frequently takes Office down with it, usually with a “Product Deactivated” banner or an Unlicensed Product message across the top of Word and Excel. The logic of the repair is identical. Open Command Prompt as administrator, move to the Office folder (typically C:\Program Files\Microsoft Office\Office16 on a 64-bit installation), then run cscript ospp.vbs /dstatus to read the current status, cscript ospp.vbs /unpkey:XXXXX with the last five characters of the old key to remove it, cscript ospp.vbs /inpkey:XXXXX-XXXXX-XXXXX-XXXXX-XXXXX to install yours, then cscript ospp.vbs /act to activate. On Microsoft 365 and click-to-run installations, signing out of your account inside any Office app and signing back in is usually enough. If nothing has worked
It has to be said plainly: a key can be permanently dead. An OEM license is attached to the original motherboard and no command will migrate it. A retail key blocked after too many reactivations, or revoked outright by Microsoft, will not come back either. Neither slmgr /ato, nor slui 4, nor the troubleshooter changes anything there. That leaves two ways out. The first is Microsoft support, if your case is legitimate: a faulty board replaced under warranty, invoice in hand, and an agent can unlock the activation manually. The second is starting fresh on a new Windows 11 Pro key, activated in five minutes. Buying a pre-owned license is entirely legal inside the European Union, since the Court of Justice settled the question in UsedSoft v Oracle (C-128/11), which allows a software license to be resold once it has been placed on the EU market. Frequently asked questions
Can my OEM license follow my new motherboard?
Not as a rule. Microsoft ties an OEM key to the first device it was installed on, and the motherboard is what defines that device. The one exception generally accepted is the replacement of a faulty board by an identical or equivalent model, which counts as a repair rather than a new machine. Upgrading to a better board means a new license.
Do I have to reinstall Windows after a motherboard change?
Rarely. Windows 11 copes well with a change of chipset and reinstalls the drivers it needs over the first few boots, so activation status is normally the only thing left broken. What do you actually risk by leaving Windows unactivated?
Nothing dramatic. Security updates still arrive and your files stay untouched. What you lose is personalization, so wallpapers, themes and accent colors are greyed out, and you inherit a permanent watermark that only genuine activation removes. Reactivation returns a server error rather than a key rejection. What now?
That points at the connection rather than the license: a date and time that are out of sync, a DNS or proxy blocking the activation servers, or a VPN sitting in the way. How do I avoid all of this next time?
Link the license to your Microsoft account while the PC is still activated and working, under Settings > Accounts > Your info. Once the activation panel reads “Windows is activated with a digital license linked to your Microsoft account”, the troubleshooter will be able to move that license onto your new configuration by itself. It takes thirty seconds and saves an entire evening.
