Error 0xC004C008: Fix This Windows Activation Error
Error 0xC004C008 means Microsoft’s activation server has refused your product key: it has reached the number of activations it is allowed, which in plain English means it is already in use on one or more other machines. The usual suspects are an OEM key salvaged from an old PC, a key a reseller sold to several buyers at once, or a corporate key that has wandered out of its fleet. Nothing is broken in your Windows installation — only the licence is being rejected. Here is how to work out whether the key can still be unblocked (troubleshooter, clean key reinstall, phone activation), and what to do when the quota really is spent.
What does error 0xC004C008 actually mean?
Windows usually words it like this: “The activation server determined that the specified product key could not be used.” Every key has an activation counter sitting on Microsoft’s side. Once that counter is empty, the server returns 0xC004C008 on any computer, anywhere. This is a refusal at the server end — your system files and your drivers have nothing to do with it.
The documented causes behind this code:
- The key is already installed and active on another computer.
- It is an OEM key, permanently tied to the motherboard of the PC it shipped with, and you are trying to use it elsewhere.
- It was sold to several buyers by a less-than-scrupulous seller (the classic €2 or €3 marketplace listing).
- It is a MAK volume key whose quota has already been eaten up by a company’s IT estate.
- You replaced a major component — the motherboard above all — and Microsoft now sees a brand new computer.
The type of key you hold changes everything:

The fixes, from the simplest to the most drastic
1. Check which key is really installed
Right-click the Start menu, choose “Terminal (Administrator)”, then run slmgr /dlv. The window that pops up shows the last five characters of the registered key and, more importantly, its channel: RETAIL, OEM_DM or VOLUME_MAK. Compare that with the key you actually bought, because an old one very often stays behind. If the channel says VOLUME_MAK and you are a home user, you have your explanation right there: a corporate key diverted onto the second-hand market, quota long gone.
A shorter slmgr /dli gives you the edition and the licence status in one line if you only need a quick look.
2. Run the activation troubleshooter
Open Settings > System > Activation and click “Troubleshoot”. It clears up a surprising number of refusals caused by a hardware change. If your licence was linked to a Microsoft account before that change, the option “I changed hardware on this device recently” appears: sign in, pick the old PC from the list and confirm it is the device you are using now. That is the only official procedure that releases a licence from a previous machine.
No account link, no option. Microsoft has no way of proving the old install was yours, so the troubleshooter will simply report that it could not fix the problem.
3. Reinstall the key cleanly from the command line
If the troubleshooter comes up empty, start again from scratch. In the administrator Terminal, run these in order:
- slmgr /upk — uninstalls the current key.
- slmgr /cpky — wipes the key from the registry.
- slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX — installs your key, hyphens included.
- slmgr /ato — triggers online activation.
While you are there, check the system date and time, make sure the Software Protection service is running (net start sppsvc), and switch off any VPN. If 0xC004C008 comes straight back after slmgr /ato, the verdict is final: the refusal is coming from Microsoft’s servers, not from your PC.
Microsoft Office has its own version of this dead end. The equivalent check lives in the Office program folder: cscript ospp.vbs /dstatus shows the installed key and its status, and cscript ospp.vbs /unpkey:XXXXX removes it using the last five characters. If Office tells you a key is already in use, the diagnosis runs along the same lines as error 25004.

4. Try phone activation (slui 4)
This step is only worth your time if the key genuinely belongs to you: bought by you, used on a single PC, refused after a reinstall or a hardware swap. Press Windows + R, type slui 4, hit Enter, then pick your country. You read an installation ID out to an automated system or to an advisor, and they read a confirmation ID back to you. It is the official route for putting the counter back to zero. One warning: on some recent builds of Windows 11, slui 4 does nothing at all or simply bounces you back to Settings. When that happens, go through Microsoft support chat instead.
5. If your key came from an activator or a €2 website
Let’s be blunt about it. Pirated KMS “activators” and keys going for one or two euros are almost always built on diverted volume keys that have been resold hundreds of times over. Error 0xC004C008 is the logical end of that road, and no command will pull it back. Those methods are illegal on top of everything else. The clean way out is genuinely affordable: a used but authentic licence, whose resale has been legal across the EU since the Court of Justice of the European Union handed down its UsedSoft ruling (C-128/11). When nothing has worked
Time to accept it: a key whose quota is exhausted, blocked or revoked is dead as far as Microsoft is concerned. The counter lives on their servers, not on your hard drive. No slmgr command, no registry edit and no reinstall will bring it back. Two realistic exits remain.
- Microsoft support, if your case is legitimate: an OEM PC still under warranty, or a retail licence bought in your own name. An advisor can unblock it or issue a replacement, provided you can produce the original invoice.
- A new licence, if the key came from a third party or a company estate: nobody is going to rehabilitate it on your behalf.

Frequently asked questions
Does reinstalling Windows reset the activation counter?
No. The counter is stored at Microsoft and attached to the key, not to your installation. Formatting changes nothing — the same key will throw the same error. Only phone activation and Microsoft support can reset it, and only for a legitimate owner.
I changed my motherboard — is that what caused error 0xC004C008?
It is by far the most likely explanation. For Microsoft, the motherboard defines the identity of the PC, so replacing it is the same as presenting a machine they have never seen. With a retail key the transfer is allowed (troubleshooter linked to your Microsoft account, or phone activation). With an OEM key it is forbidden by the licence terms. My key worked yesterday and is refused today. How is that possible?
Two scenarios cover almost every case. Either the key was resold behind your back and another buyer activated it, pushing the counter over its limit, or Microsoft revoked a batch of volume keys after spotting abuse — that happens periodically and hits everyone holding a key from the same batch at the same time. Neither situation can be repaired from your side.
How is this different from errors 0xC004C003 and 0xC004C020?
All three come from the same licensing service. 0xC004C008 reports an activation quota that has been used up; error 0xC004C003 points to a key that has been blocked or is already in use; error 0xC004C020 flags a MAK volume key whose limit has been exceeded. The diagnosis differs, the conclusion is usually the same: if the key is not yours outright, only a new licence will settle the matter.
