Error 0xC004E003: How to Fix Windows Activation
Error 0xC004E003 means Windows did receive your key, but the license evaluation failed. In most cases the key is not to blame: it is the local license store (the tokens.dat file) that is damaged, often after an interrupted update, a disk image restore or the use of an unofficial “activator”. The good news: it can be rebuilt with a few commands, without reinstalling Windows or touching your files. Here is what to do, from the 30-second check to the full reset.
What does error 0xC004E003 mean?
The full message reads: “The Software Licensing Service reported that license evaluation failed.” Windows checked the license stored locally and the check came back negative: the problem is on your PC, not on Microsoft’s servers. The standard causes are well documented:
- a corrupted license store: tokens.dat, the file that holds all of the machine’s licenses, is unreadable;
- damaged system files after a sudden shutdown, a failing drive or a botched update;
- the “Software Protection” service (sppsvc) stopped or disabled by a tune-up tool;
- leftovers from an unofficial activator or a fake KMS server;
- a disk image cloned or restored onto different hardware;
- a key that does not match the installed edition, or the wrong date or time.
This code belongs to the 0xC004 family of Windows activation errors. What sets it apart: it points to a faulty internal state, and a state can be repaired.
The fixes, from the simplest to the most drastic
Apply them in order, from an administrator command prompt (right-click Start > Terminal (Admin)).
1. Check the obvious: the clock and the licensing service
Correct the date and time in Settings > Time & language, then run w32tm /resync. Check that the licensing service is running (net start sppsvc) and set it back to automatic (sc config sppsvc start= auto). Disable any VPN and third-party antivirus, then restart.
2. Run the activation troubleshooter
In Settings > System > Activation, click Troubleshoot. The tool resyncs the activation state with Microsoft and fixes some inconsistencies in the store on its own. If the license is linked to a Microsoft account, choose “I changed hardware on this device recently”. See our guide to activating Windows.
3. Cleanly reinstall the product key
Start from scratch on the key side, in this order:
- slmgr /upk — uninstalls the key in place;
- slmgr /cpky — clears the key stored in the registry;
- slmgr /ckms — removes any leftover KMS server;
- slmgr /ipk YOUR-25-CHARACTER-KEY;
- slmgr /ato — starts online activation.
If online activation still fails, type slui 4: phone activation, which is official and free, often succeeds when the online route will not go through.
Key refused for good, or nowhere to be found?
No point losing hours over it: a new, genuine license settles the matter. Windows 11 Pro for 9,90€ — instant email delivery and lifetime replacement of a defective key.
4. Rebuild the license store
This is the fix that targets the main cause. The gentle version: slmgr /rilc reinstalls the system license files, then run slmgr /ato again. If that is not enough, force Windows to recreate the store:
- net stop sppsvc;
- open C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft\WSLicense;
- rename tokens.dat to tokens.bak (do not delete it: it is your safety net);
- net start sppsvc, then slmgr /rilc;
- reinstall the key with slmgr /ipk and activate with slmgr /ato.
Windows generates a fresh store when it restarts. Because the file is protected, the rename may be refused: if so, do it in Safe Mode. The operation wipes the activation state, so keep your key at hand.
5. Repair Windows in depth
A store that gets corrupted again straight away is a sign of damaged system files. Run DISM /Online /Cleanup-Image /RestoreHealth, then sfc /scannow, restart and run slmgr /ato again.
In all honesty: if an unofficial activator has been run on this machine, it is probably what destroyed the store; no command will make an illegitimate activation last. Purge those leftovers, then install a genuine Windows 11 key.
| Command | Role |
|---|---|
| slmgr /dlv | Detailed license status and channel (OEM, Retail, Volume) |
| slmgr /ckms | Removes a configured KMS server |
| slmgr /rilc | Reinstalls the system licenses |
| slui 4 | Phone activation |
When nothing has worked
Let’s be frank: a key that has been deactivated, revoked or has gone over its number of activations will not come back to life. No slmgr command and no rebuild of tokens.dat will resurrect a dead key: these tools repair the Windows side, not the license’s status on the server side. The telltale sign: once the store has been rebuilt, the code turns into an explicit refusal from the server, such as 0xC004C060.
Microsoft support, for legitimate cases: a boxed key, the OEM license of a brand-name PC, a motherboard replacement. Phone activation (slui 4) leads to an agent who can sort out these cases, with proof of purchase.
A new license, if the key comes from a resold PC or a dubious source, or simply cannot be found. At EuroShopKey, genuine Windows 11 Pro costs 9,90€, with instant email delivery, lifetime replacement of a defective key and email support 7 days a week, with a reply within 2 hours on average — reselling genuine licenses has been legal in the EU since the UsedSoft ruling (CJEU, C-128/11). A slmgr /ipk followed by a slmgr /ato is all it takes; everything is explained in our Windows 11 installation guide.
Frequently asked questions
Does 0xC004E003 mean my key is fake?
Not necessarily: this code reflects a local validation failure, not a rejection of the key, and a valid key will trigger it if the store is corrupted. Check with slmgr /dlv: if the channel shown makes sense, step 4 will be enough.
Will renaming tokens.dat make me lose data?
No: this file only contains the machine’s license tokens. Documents, apps and settings stay intact. On the other hand, every license in the store disappears, including that of an installed copy of Office: plan to reactivate it.
Why does the code change after I have tried these fixes?
That is a good sign: each step moves Windows further along the verification chain, and the message gets more specific. A switch to 0xC004F025 points to missing privileges — run the command again as administrator. A 0xC004C… code means the request is reaching the servers: the verdict is then about the key.
