Error 0xC004C020: Activation Limit Exceeded — What to Do
Error code 0xC004C020 means Microsoft’s activation server has recognized your key but refuses to validate it: the key has exceeded its activation limit. It is almost always a MAK (Multiple Activation Key) volume key, issued for a limited number of devices: once the counter runs out, no further machine gets through. The most common cause is a company key that has been reused too many times, or a key sold off cheaply on a marketplace and already resold to other buyers. We will check what Windows has actually registered, attempt a clean reactivation (troubleshooter, slmgr /ato, phone activation), then tell you plainly when the key is dead.
What does error 0xC004C020 mean?
Microsoft documents this code in a single sentence: “The activation server reported that the Multiple Activation Key has exceeded its limit.” In practice, your key exists and is neither fake nor revoked — it is simply full. A MAK key comes with a number of activations set by the volume licensing agreement; every activated PC uses one up, and some reinstallations use up another. That is what sets this code apart from the other 0xC004C refusals: the problem is not the key itself, but its counter. The documented causes:
- A company MAK key deployed on more devices than its quota allows.
- Repeated reinstallations or hardware changes: every “new” configuration draws on the quota.
- A key resold many times over: MAK keys sold off in bulk end up maxed out.
- A volume licensing agreement that has come to an end, with no quota extension requested.
- A system image cloned without Sysprep: every copy requests its own activation.

The fixes, from the simplest to the most drastic
1. Check what Windows has actually registered
Before you change anything, identify the type of license installed. Right-click the Start menu, choose “Terminal (Admin)”, then run slmgr /dlv: the window shows the product, the license channel, the last 5 characters of the key and the activation status. The “Description” line is the one that settles it:
| Channel shown | What it means |
|---|---|
| VOLUME_MAK | MAK volume key: diagnosis confirmed, quota used up. |
| VOLUME_KMSCLIENT | The PC is waiting for a company KMS server, not an individual key. |
| RETAIL or OEM_DM | Consumer key or license tied to the motherboard: this code is unusual here, so check how the key was entered and which edition is installed. |
2. Run a clean activation again
- Check the date, time and time zone: a clock that is out of sync makes the exchange with the server fail.
- Temporarily turn off any VPN, proxy or DNS filtering.
- Run slmgr /ato in the administrator terminal.
- Go to Settings > System > Activation > Troubleshoot: the troubleshooter catches cases where a digital license linked to your Microsoft account already exists for this PC.
This step does not top up the quota, but it rules out false alarms: network, clock, a forgotten digital license. More details in our guide to activating Windows.
3. Try phone activation (slui 4)
Press Windows + R, type slui 4, choose your country and follow the wizard: Windows displays an installation ID, and the automated system reads out a confirmation ID. Let’s be honest: on a maxed-out MAK key, the automated system refuses as well. It does, however, pass you on to a Microsoft agent who is authorized to grant a MAK quota extension — but only to the legitimate holder of the volume licensing agreement, with supporting documents. For a single key bought on a marketplace, this route will lead nowhere.
Key refused for good, or nowhere to be found?
No point losing hours over it: a new, genuine license settles the matter. Windows 11 Pro for 9,90€ — instant email delivery and lifetime replacement of a defective key.
4. Remove the maxed-out key and install a valid one
As long as the “full” key stays registered, Windows will submit it again on every attempt. Remove it, then enter the new one:
- slmgr /upk — uninstalls the current product key.
- slmgr /cpky — clears the key stored in the registry.
- slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX — installs the new key.
- slmgr /ato — triggers online activation.
The new key must match the installed edition: a Pro key will not activate a Home installation, in which case you need to go through Settings > System > Activation > Upgrade your edition of Windows. Our Windows 11 keys state which edition they cover, and the Windows 11 installation guide walks you through entering the key step by step.
5. Special case: a downloaded “activator”
If this PC was activated by a so-called “KMS” tool picked up on the internet, the mechanism is simple: these programs emulate a local activation server and force a 180-day lease. When the decoy stops working, Windows goes back to looking for real validation and returns 0xC004C codes. It is illegal, these executables often carry malware, and nothing can be repaired: no command turns a fake server into a valid license. The only lasting way out is a genuine key.
When nothing has worked
Let’s not beat about the bush: no command can top up a MAK key’s quota. The counter is kept on Microsoft’s servers, not on your machine. Resetting the license store, running slmgr /rearm again and again or reinstalling Windows from scratch will never add an activation to a spent key. If slmgr /dlv confirms VOLUME_MAK and activation still returns 0xC004C020, the key is dead as far as you are concerned. There are two ways out, and only two:
- You hold a volume licensing agreement. Go through the Volume Licensing Service Center (VLSC, or the Microsoft 365 admin center) or contact Microsoft’s activation support: a MAK quota extension can be granted with supporting documents. Allow several days.
- You do not have an agreement in your name. There is no recourse on this key: you need a clean license. Reselling genuine perpetual licenses has been legal in the EU since the UsedSoft ruling of the CJEU (C-128/11); a new key delivered by email activates the PC in a few minutes, with lifetime replacement of a defective key.
Frequently asked questions
Can 0xC004C020 go away on its own after a few days?
No. Unlike temporary communication errors, this code is a final answer from the server: the quota has been reached, and it does not reset over time. Only the administrator of the volume licensing agreement can get Microsoft to raise the limit.
Will reinstalling Windows fix the problem?
No, and it can make things worse: as long as any activations remain, every reinstall followed by an activation uses up one more. Only reinstall if you already have a valid key to enter afterwards.
How is this different from codes 0xC004C008 and 0xC004C060?
Same family of server-side refusals, different reason. Code 0xC004C008 reports a key already used on the maximum number of machines allowed. Code 0xC004C060, for its part, means Microsoft’s activation server refuses the key outright. In all three cases, the diagnosis starts with slmgr /dlv.
