Error 0xC004C060: Key Refused — How to Activate Windows
Error 0xC004C060 means Microsoft’s activation server received your request and turned it down: the key is considered invalid or has been deactivated. It mostly appears after a reinstall, when you re-enter a key whose status has changed in the meantime: quota used up, a volume key resold to the general public, a revoked key. Nothing is broken on your PC — it is your entry pass that is being turned away at the door. We will check how the key was entered, force activation from the command line, then settle the case of the dead key.
What does error 0xC004C060 mean?
Codes starting with 0xC004C… are verdicts from Microsoft’s activation server, not local faults: Windows reached the servers, sent the key, and the answer is no. Unlike 0xC004F… codes (the local licensing service), no local setting will change that verdict — unless the information sent was wrong. The documented causes:
- a deactivated or revoked key: it comes from a batch distributed in breach of the licensing rules, typically company volume keys (MAK) resold one by one and deactivated in batches;
- quota exceeded: the key has been used on more machines than the license allows;
- a typo or a truncated key: a 0 instead of an O, a character lost when copying and pasting;
- an edition that does not match: a Home key on a Pro installation, an OEM key tied to another motherboard;
- leftovers from a pirate activator: the generic key it left in place interferes with any legitimate activation.
The fixes, from the simplest to the most drastic
Follow them in order: the first two are enough if the key was simply not passed on correctly.
1. Check the key, the edition and the channel
A Windows key has 25 characters in 5 groups of 5: copy it from its source rather than retyping it, and hunt down any stray space at the end. Check the edition with winver: a Pro key will never activate a Home installation, and vice versa; a Windows 10 key, on the other hand, does activate Windows 11 in the same edition. If the edition is the wrong one, our Windows 11 installation guide will put things right. To re-enter the key: Settings > System > Activation > Change product key, or slui 3.
2. Run the activation troubleshooter
Go to Settings > System > Activation and click Troubleshoot (administrator account required): the tool restarts the negotiation with the servers and corrects inconsistent states. After replacing a motherboard or a drive, choose “I changed hardware on this device recently”: the digital license linked to your Microsoft account is reassigned without re-entering a key. Also check the system date and time and make sure no VPN or filtering firewall is in the way; restarting the licensing service sometimes helps (net stop sppsvc then net start sppsvc).
3. Reinstall the key and force activation
Open an administrator Command Prompt and run these commands one at a time:
| Command | What it does |
|---|---|
| slmgr /upk | Uninstalls the registered key |
| slmgr /cpky | Clears the key from the registry |
| slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX | Installs your key |
| slmgr /ato | Requests activation from Microsoft’s server |
| slmgr /dlv | Shows the detailed status and the reason for the refusal |
After slmgr /upk, Windows goes back to being unactivated: that is normal, and no files are touched. What matters most is the last line: slmgr /dlv tells you whether the key was refused by the server or is not valid for this edition.
Key refused for good, or nowhere to be found?
No point losing hours over it: a new, genuine license settles the matter. Windows 11 Pro for 9,90€ — instant email delivery and lifetime replacement of a defective key.
4. Try phone activation
Type slui 4 in the Run box: Windows displays an installation ID and a number to call, and the automated line then reads out a confirmation ID. Let’s be honest: this channel is no longer offered everywhere, and an automated service will refuse a deactivated key. A human agent, however, can sort out a legitimate case (a brand-name PC, a hardware change).
5. Clean up the traces of a pirate activator
If this PC was “activated” by a script downloaded from a forum, let’s be frank: these tools install a generic key and hijack the licensing service, and any legitimate key then runs into an inconsistent state. Run slmgr /upk then slmgr /cpky, delete the activator’s scheduled tasks and reinstall your real key — or start again from a clean installation, which is safer.
When nothing has worked
Let’s accept the diagnosis: a key that has been deactivated, revoked or has used up its quota cannot be brought back to life. The decision lives in Microsoft’s database, not on your machine: no slmgr command, no troubleshooter and no reinstall will change it. Websites that promise to “repair” a refused key are selling thin air.
That leaves two ways out. The first: contact Microsoft support, which is worthwhile for a legitimate case (a brand-name PC under warranty, a license bought from the Microsoft Store), with your invoice and the error code to hand. The second, and the quickest: start again with a sound license. In the EU, reselling genuine licenses has been legal since the UsedSoft ruling (CJEU, C-128/11): a genuine Windows 11 key activates just like a new one. Frequently asked questions
Do I risk losing my files with slmgr /upk?
No. This command only affects the license: it removes the registered key. Documents, software and settings stay intact. Windows goes back to unactivated mode (watermark, personalization settings grayed out) until a valid key is installed.
Can error 0xC004C060 go away by itself?
It is rare, but possible: if the refusal was caused by a temporary server incident, a network outage or an overly strict firewall, a new attempt will go through. Run slmgr /ato again the next day, from a different connection if possible. If the same code comes back, the verdict stands.
My key worked before the reinstall: can Microsoft stop accepting it?
Yes, when a key has been distributed in breach of the license terms: volume keys resold one by one, fraudulent batches, keys already assigned elsewhere. The reinstall does not create the problem, it reveals it: as long as Windows stayed activated, the key’s new status went unnoticed. Always ask your seller for an invoice and a guarantee.
