Error 0x80070490: Repair Windows Activation

Error 0x80070490 means “element not found”: Windows is looking for a file in its license store and cannot find it. So the most common cause is not your key but a damaged token store or damaged system components, often after an interrupted update or a system “optimizer”. The good news: this can almost always be repaired without reinstalling Windows. On the agenda: restart the licensing service, rebuild the store, repair the components with DISM and SFC, then reinstall the key.

What does error 0x80070490 mean?

Behind this code lies a generic error: ERROR_NOT_FOUND, system error 1168. It occurs whenever a component asks for an element — a file, a registry entry, a license token — that is missing or unreadable. During activation, it points to the licensing subsystem far more often than to the key. The documented causes:

• the license token store is corrupted (the tokens.dat file), the most common case;
• Windows components are damaged: an interrupted update, a power cut, an overzealous cleaner;
• the Software Protection service (sppsvc) is stopped or disabled;
• leftovers from an unofficial activator have locked the license files;
• the digital license cannot be found after a motherboard or drive change.

The fixes, from the simplest to the most drastic

Follow the order: each step is heavier than the previous one. All the commands run as administrator (right-click the Start button, then Terminal (Admin)).

1. The two-minute checks and the activation troubleshooter

1. Check the date, time and time zone, the internet connection, and that you are using an administrator account.
2. Really restart the PC (Start > Restart, not “Shut down”: Fast Startup freezes the system state).
3. Open Settings > System > Activation and click Troubleshoot if the button appears.

2. Restart the licensing service and rebuild the store

Without the Software Protection service, no activation is possible:

1. net stop sppsvc then net start sppsvc; if it refuses to start, force it with sc config sppsvc start= delayed-auto, then restart.
2. Check the license with slmgr /dlv: if it also returns 0x80070490, the store is the culprit.
3. Reinstall the license files with slmgr /rilc, restart, then test slmgr /ato.
4. If the error persists, stop the service and rename C:\Windows\System32\spp\store\2.0\tokens.dat to tokens.old (the path can vary; if the file is missing, move on to the next step). After a restart, Windows creates a fresh store: run slmgr /rilc and slmgr /ato again.

3. Repair Windows components with DISM and SFC

If the store becomes corrupted again straight away, the system image is damaged. Run DISM /Online /Cleanup-Image /RestoreHealth (10 to 30 minutes; a bar stuck at 20% is normal), then sfc /scannow, then restart and try slmgr /ato again. If DISM fails for lack of a source, mount an official ISO and add /Source:esd:E:\sources\install.esd:1 /LimitAccess (see our Windows 11 installation guide).

4. Reinstall the key cleanly

With the system repaired, start again from a clean base. Only run the first command with your key in front of you: it deactivates Windows.

Run these commands in sequence, restarting between /cpky and /ipk. If online activation still fails, slui 4 starts the phone route, which sometimes succeeds when the internet route stays blocked.

5. Repair Windows without losing your files

If the store keeps getting corrupted, an in-place repair upgrade replaces all the system files while keeping your documents, software and settings. Mount the official Windows 11 ISO, run setup.exe from within Windows and choose “Keep personal files and apps”. Allow 45 to 90 minutes.

A word of honesty: if an unofficial activator has been through here, it hijacked these very files, and no repair will hold while it remains in place — not to mention that the installation is illegal. If nothing has worked

If, after the repair, slmgr /ato returns another code (0xC004C003, 0xC004C008, 0xC004F050…), the diagnosis changes: the problem now comes from the key, no longer from the PC. Let’s be direct: a key that the activation server refuses, that has been revoked or whose activation quota is used up cannot be repaired: the refusal comes from Microsoft’s servers, not from your machine. Two options:

• Microsoft support, for legitimate cases: the license that came with a brand-name PC, a license bought with an invoice, a motherboard change with a license linked to your account. The support chat can unlock the activation;

Does 0x80070490 mean my key is invalid?

No, rest assured. “Element not found” describes a missing component on the system side, not a rejection of the key: a refused key usually returns a code from the 0xC004 family, such as 0xC004F050 (invalid key) or 0xC004C003 (key refused by the activation server). After the repair, the same key usually works as it is.

Why does this code also appear in Windows Update or the Microsoft Store?

Because it is the same generic ERROR_NOT_FOUND error. A damaged component store makes updates, the Store and activation fail all at once. If 0x80070490 shows up in several places, skip straight to DISM and then SFC: all three symptoms clear up together.
