Error 0xC004F035: Volume License Key Refused — The Fix
Error 0xC004F035 means Windows refuses to activate your PC with a volume license key (MAK or KMS client key): this type of key is not a full license, but an upgrade right reserved for machines sold with Windows already on them — something the system checks by looking for an OEM marker in the BIOS/UEFI. The most common cause is therefore a company key entered on a custom-built PC, a virtual machine or a computer delivered without an operating system. We will identify the real type of your key, then activate with a compatible key.
What does error 0xC004F035 mean?
The message returned by the licensing service is: “The Software Licensing Service reported that the computer could not be activated with a Volume license product key. Volume-licensed systems require upgrade from a qualifying operating system. Please contact your system administrator or use a different type of key.”
These licenses (Windows 11 Pro VL, Enterprise, Education) assume an underlying Windows license, which the system checks by reading a table written into the firmware at the factory: SLIC on older PCs, MSDM / OA3 since Windows 8. If the table is missing or unreadable, activation is refused, even if the key works elsewhere.
The documented causes of this code:
- A custom-built PC or one bought without an operating system (FreeDOS, Linux): no OEM marker has ever been written to it.
- A virtual machine (Hyper-V, VMware, VirtualBox): the virtual firmware does not pass on the host’s.
- A replaced motherboard or a reflashed BIOS: the marker disappeared along with the chip.
- An inconsistent installed edition: Enterprise or Education media activated with a Pro key.
- A diverted company MAK key, resold for a few euros as if it were a consumer key.
- Leftovers from a pirate activator, which installed a generic volume key.
The fixes, from the simplest to the most drastic
1. Identify exactly what type of key you have
Open the Start menu, type “Terminal”, right-click it and choose Run as administrator.
- Type slmgr /dlv and press Enter.
- Read the Description line: VOLUME_MAK or VOLUME_KMSCLIENT confirms the diagnosis — your key really is a company key. RETAIL or OEM points instead to an edition or typing problem.
- Type winver to compare the installed edition with the one your key covers.
2. Check whether your PC has an OEM key in its firmware
Still in the administrator Terminal, run this PowerShell command:
- (Get-CimInstance SoftwareLicensingService).OA3xOriginalProductKey
If a 25-character key appears, your machine was indeed sold with Windows: that is the key to use.
- slmgr /upk then slmgr /cpky: removes the volume key and its trace in the registry.
- slmgr /ipk XXXXX-XXXXX-XXXXX-XXXXX-XXXXX: installs the firmware key.
- slmgr /ato: starts online activation.
If the command returns nothing, there is no marker: your volume key will never activate here. Move on to the next step.
3. Replace the volume key with a compatible key
This is the operation that settles the vast majority of cases: a standard consumer key activates any PC, with no firmware condition. Repeat slmgr /upk, slmgr /cpky, slmgr /ipk followed by your new key, then slmgr /ato. The graphical way: Settings > System > Activation > Change product key, or the slui 3 command. 4. Activation troubleshooter and phone activation
- Open Settings > System > Activation > Troubleshoot (the troubleshooter only appears when Windows knows it is not activated).
- After a hardware change, choose “I changed hardware on this device recently” while signed in to your Microsoft account: the digital license can be recovered.
- Check the date and time: a clock that is out of sync makes the exchange with the activation server fail.

5. Correct the installed edition or clean up an activator
If Enterprise or Education media was installed by mistake, no consumer key will apply to it: check with DISM /Online /Get-CurrentEdition, then reinstall the right edition by following the Windows 11 installation guide. Let’s be frank: if a KMS “activator” has run on this PC, it is probably what installed the volume key. Uninstall it, delete its scheduled tasks, then run slmgr /upk, slmgr /ckms and slmgr /cpky before installing a legal key: a pirated copy of Windows gives you no right to a warranty or to support.
When nothing has worked
It has to be said plainly: some keys are dead. An exhausted activation quota, a revoked key, a company key used outside the scope of its agreement: slmgr /ato will only replay the same refusal. This is no longer a technical problem, but a question of usage rights. And no third-party tool can “rewrite” a missing OEM marker: those that claim to do so modify the firmware in ways that are illegal and unstable.
Two ways out, and only two:
- Microsoft support, if your case is legitimate: a PC sold with Windows preinstalled whose motherboard has been replaced, a digital license linked to an account, or a company key to be reassigned by your administrator.

Frequently asked questions
Can I activate Windows in a virtual machine despite error 0xC004F035?
Yes, but not with a volume key: a VM has no OEM marker in its virtual firmware, since Hyper-V, VMware and VirtualBox do not pass on the host’s. Install a consumer key in it with slmgr /ipk. Each VM counts as a separate machine and needs its own license.
Can updating or resetting the BIOS make error 0xC004F035 go away?
It can help if the marker existed and has been disrupted: load the default settings, restart, then run the step 2 command again. If the computer was never sold with Windows, however, no update will add a marker: it is written at the factory, by the manufacturer.
Can a “Windows 11 Pro” key bought online cause this code?
Yes, if the seller supplied a volume key disguised as a consumer key — a classic warning sign with anonymous keys sold without an invoice. Reselling used licenses has nonetheless been legal in the European Union since the UsedSoft ruling (CJEU, C-128/11): insist on an invoice, an identifiable seller and a replacement guarantee.
