Reliable Windows License Seller: EU-Based or Non-EU Website?

To choose a reliable Windows license seller, look at what changes after you pay: a seller established in the European Union and a website outside it sell the same Microsoft license, but not the same contract. An EU-based seller issues an invoice showing its identity and the VAT, works in a European time zone, and can be pursued through consumer mediation and then through the European Consumer Centres Network, which covers the European Union, Iceland and Norway. Outside that area, this recourse disappears. At Euroshopkey, run by a company registered in the European Union, Windows 11 Pro costs 9,90€ and Office 2024 Pro Plus 24,90€, the vast majority of keys are delivered by email a few minutes after payment, activation is guaranteed and a defective key is replaced for the lifetime of the license.

1. Reliable EU-based seller or website outside the EU: the six differences

Six things change between a seller established in the EU and a website outside it, and five of them only show after you pay. The product itself is identical: a genuine Microsoft license.

  • The applicable law and your real recourse, section 2.
  • The invoice, with the identity and registered address of the seller.
  • The VAT, shown on the invoice and recoverable by a business under the rules of its country.
  • The response time when something goes wrong, not the delivery time.
  • The language of support: yours, or machine translation.
  • The market where the license was first sold, the most decisive point.

The legality of the purchase is covered in our guide on whether a cheap Windows key is legal.

2. Which law applies to your order, and what recourse you keep

The consumer law of your country protects you as soon as a website targets consumers there, but a right is only worth something if you can exercise it. Three remedies exist, and they close one after another as the seller gets further away.

  1. Formal notice. It requires a registered, identifiable company: the legal name, registered office and registration number of the company that runs Euroshopkey are published in our Legal notice.
  2. Consumer mediation. EU rules require every member state to make out-of-court resolution available for disputes between consumers and the sellers established on its territory. At Euroshopkey, if a written complaint has not been resolved within one month, you can refer the matter free of charge to the consumer mediator named in our refund and withdrawal policy. A website established outside the EU is not part of this system.
  3. The European Consumer Centres Network (ECC-Net). Co-funded by the European Commission, it helps consumers who live in the EU, Iceland or Norway settle a dispute with a seller based in another of these countries (European Commission). Outside this area, it does not step in.

Withdrawal, on the other hand, does not apply to a key delivered immediately: see section 9.

3. Invoice and VAT: the deciding point for a business

A seller established in the EU issues an invoice showing its identity, its registered address, its VAT number and the VAT, and it is this document, not the confirmation email, that makes the purchase usable in your accounts.

For an individual, the difference is small; for a business, it is immediate, because without a compliant invoice the VAT cannot be recovered. Sellers established outside the EU often send nothing more than an order summary, without an identification number or a VAT rate.

At Euroshopkey, an invoice comes with every order, and a multi-PC pack is billed on a single invoice.

4. Real delivery time, and why the time zone changes everything

The vast majority of keys leave by email a few minutes after payment, and that speed does not set the two apart: sending is automated almost everywhere.

The gap shows at the first hitch: with support six to nine hours ahead of or behind you, exchanges drop to one a day, and a twenty-minute problem lasts three days.

One detail makes the point: the download links for the Windows 11 disk image are only valid for 24 hours (Microsoft download page). If support answers the next day because of the time difference, the link has already expired; with a team that works in a European time zone and replies by email 7 days a week, within 2 hours on average, you are not waiting for the other side of the world to wake up.

5. Support in your language, and what happens the day your key is refused

Support in your language is useless as long as everything works, and it decides everything the day your key is refused. The causes are almost always the same:

  • An edition that does not match the installation, for example a Pro key on a Home installation.
  • A motherboard replacement, which Windows treats as a new computer.
  • A key already linked to other hardware.
  • A typing error in a single character.

Each one calls for a precise exchange, often with an error code to read; in your own language, it takes a few minutes. Our step-by-step instructions are on the page Windows key not working: what to do, our support replies by email 7 days a week, within 2 hours on average, and our guide on cheap Windows keys and genuine licenses explains how to recognize an official license.

6. Regional keys and language: what to check before you pay

The language of Windows does not depend on the key but on the image you download: Microsoft offers Windows 11 in more than 30 languages (Microsoft page cited in the sources).

So a key does not come “in” a language. What matters is the market where the license was first sold: the resale of used software licenses is legal in the European Union for perpetual licenses first placed on the EU market (UsedSoft judgment, case C-128/11). A license first sold outside the EU does not fall within this framework.

So check the European origin of the license, the edition, Pro or Home, and Microsoft’s requirements: 1 GHz, 2 cores, 4 GB of memory, 64 GB of storage, TPM 2.0.

Support for Windows 10 ended on October 14, 2025, according to Microsoft: see our page Windows 10 end of support.

7. The comparison table

The gap lies in the last four rows. Microsoft prices are those of its own website and vary by country; Euroshopkey prices are current shop prices.

Criterion EU-based seller (Euroshopkey) Website outside the EU Microsoft, public price
Windows 11 Pro, 1 PC 9,90€ Variable, no reference price Public price set by Microsoft, varies by country
Office 2024 Pro Plus, 1 PC 24,90€ Variable, no reference price No public price for the Professional Plus edition; Office Home 2024 is sold as a one-time purchase
Duration and number of PCs Lifetime, 1 PC per license Lifetime claimed, origin variable Lifetime, or yearly subscription (Microsoft 365 Personal)
Invoice with VAT Yes, with every order Often a simple order summary, without VAT details Not applicable, direct sale by the publisher
Support in your language By email, 7 days a week, reply within 2 hours on average Often a single language, or machine translation Not applicable, direct sale by the publisher
Mediation and European Consumer Centres Yes No Not applicable, direct sale by the publisher
Written activation guarantee Yes, defective key replaced for the lifetime of the license Variable Not applicable

Reading note. Microsoft does not publish a public price for the Professional Plus edition: the one-time purchase editions it sells to consumers, such as Office Home 2024, are different editions. The second row therefore does not compare two identical editions.

8. How it works at Euroshopkey, from order to activation

Four steps between payment and an activated PC.

  1. You order on Euroshopkey. Choose the product, then pay by card, Apple Pay, Google Pay or Bancontact.
  2. You receive the key and the invoice by email. For the vast majority of orders, sending is automatic, a few minutes after payment, with the Microsoft download link and the instructions; the maximum is 48 business hours (see our delivery page).
  3. You install and activate. Download the software from the Microsoft source indicated, choosing your language, then enter the key: activation takes place on Microsoft’s servers in 3 to 5 minutes (see our guide to activating Windows 11).
  4. Support takes over if needed. Our team replies by email 7 days a week, within 2 hours on average, until the license is active, and replaces the key free of charge if necessary.

9. Frequently asked questions

Five questions decide the purchase, and each one is settled by a text or a fact: safety, legality, withdrawal, invoice, installation language.

Is it safer to buy a Windows license from a seller established in the EU?

Yes, not because the license is different, but because the contract is: EU consumer law applies, the invoice shows the identity of the seller and the VAT, out-of-court mediation is available (at Euroshopkey, free of charge, after a written complaint), and the European Consumer Centres Network can help with a dispute with a seller based in another EU country, Iceland or Norway.

Is a website based abroad that sells Microsoft keys illegal?

No. Selling from another country is not illegal in itself, and many reputable sellers are established in a different EU country from yours. What changes outside the EU is the recourse you keep if something goes wrong (section 2) and whether the license was first sold on the EU market (section 6).

Do I have 14 days to withdraw from the purchase of a license key?

Distance purchases come with a 14-day withdrawal period under the EU Consumer Rights Directive (2011/83/EU), but its Article 16(m) excludes digital content supplied without a physical medium once delivery has begun with your prior express consent and your acknowledgment that you lose the right of withdrawal, which is what happens with a key sent by email. The useful protection is therefore the written activation guarantee: at Euroshopkey, a key that does not activate is replaced free of charge for the lifetime of the license, and as long as the key has not been delivered, you can withdraw within 14 days of the order and be refunded in full (see our refund and withdrawal policy).

Can the invoice of an EU-based seller be used in my accounts?

Yes. It shows the identity of the seller, its registered address and VAT number, the licenses bought and the VAT, so it can be booked as an expense. Whether the VAT can be recovered depends on your VAT status and on where the seller is established: ask your accountant. An order summary without the identification of the seller or a VAT rate does not do that job.

Can a key bought abroad activate Windows in my language?

Yes, because the language does not depend on the key: Microsoft offers Windows 11 in more than 30 languages, chosen before you download the disk image. What matters is the market where the license was first sold, and the edition, Pro or Home, which must match your installation.
